Belleair began in 1896 as an ambitious planned resort community built around the Belleview Hotel, a grand property developed by railroad tycoon Henry B. Plant that later became the Belleview Biltmore. Streets were platted, homes and stables went up, and the town even had a 200-seat coliseum for bicycle races and political rallies. After incorporating in 1925, the town hired noted planner John Nolen to formally lay out the streets that still largely define Belleair today, but the grand development plans stalled when the Florida Land Boom collapsed with the 1929 stock market crash, and the town spent the early 1930s in default on its improvement bonds.

That history left Belleair smaller and quieter than its original planners intended, just over 2.5 square miles with a population around 4,300 today, but it also left a real cluster of early 20th-century construction, including the Old Belleair Town Hall, listed on the National Register of Historic Places. Repairing plaster and older wall systems in a town with that kind of history calls for a different approach than a standard drywall patch, and matching the original character of the home matters as much as the repair itself.
